CloudAct.ai Introduces FOCUS 1.3 Support for Unified Multi-Cloud Cost Data
CloudAct.ai becomes one of the first FinOps platforms to implement FOCUS 1.3, the open standard for normalizing cost data across cloud, GenAI, and SaaS providers.
SUNNYVALE, Calif. — November 15, 2025 — CloudAct.ai, the intelligent cloud cost management platform for modern enterprises, today announced full support for FOCUS 1.3, the FinOps Open Cost and Usage Specification maintained by the FinOps Foundation. With this release, CloudAct.ai becomes one of the first platforms to normalize cost data from cloud infrastructure, GenAI services, and SaaS subscriptions into a single, standards-compliant schema — eliminating the data fragmentation that has long plagued multi-provider cost analysis.
The FOCUS specification defines a vendor-neutral format for representing cost and usage data, enabling organizations to compare, aggregate, and analyze spending across providers without building custom transformation pipelines. CloudAct.ai's implementation maps every supported provider's native billing format into the FOCUS 1.3 schema through automated conversion pipelines, producing a unified dataset that powers dashboards, budgets, alerts, and AI-driven analysis.
Solving the Multi-Provider Data Problem
Enterprise technology stacks have become increasingly fragmented. A typical CloudAct.ai customer manages spending across three to five cloud providers, multiple GenAI APIs, and dozens of SaaS subscriptions. Each provider delivers billing data in its own proprietary format — different column names, different granularity, different currency handling, and different approaches to representing discounts, credits, and committed-use savings.
"The dirty secret of cloud cost management is that most organizations spend more time wrangling billing data than actually analyzing it. Every provider has its own schema, its own terminology, its own quirks. FOCUS 1.3 solves this at the specification level, and CloudAct.ai solves it at the implementation level. Our customers don't write transformation code — they connect a provider, and within minutes their data appears in a unified format alongside everything else."
— Arjun Raghavan, VP of Engineering, CloudAct.ai
Before FOCUS, organizations attempting to answer basic questions like "What is our total technology cost by business unit?" had to build and maintain custom ETL pipelines for each provider, reconcile different billing cycles, handle currency conversions, and normalize inconsistent naming conventions. CloudAct.ai's FOCUS 1.3 implementation eliminates this burden entirely.
The Unified Cost Data Model
At the core of CloudAct.ai's FOCUS 1.3 implementation is the unified_cost_data_1_3 table — a single BigQuery table per organization that contains every cost record from every connected provider, normalized to the same schema. Key FOCUS-compliant fields include:
- BilledCost: The amount charged by the provider on the invoice, in the billing currency. This is the "what you actually paid" metric.
- EffectiveCost: The amortized cost after distributing upfront payments (reserved instances, committed use discounts, savings plans) across the covered usage period. Essential for accurate unit economics.
- ListCost: The on-demand retail price before any negotiated discounts, committed use savings, or credits are applied. Enables savings quantification by comparing ListCost against EffectiveCost.
- Provider / Publisher / Service / Resource: Standardized dimensional fields that enable consistent drill-down analysis regardless of the source provider.
- ChargeType / ChargeCategory: FOCUS-defined enumerations that classify every line item (Usage, Purchase, Credit, Tax, Adjustment) for accurate cost categorization.
Every record includes pipeline lineage metadata — ingestion timestamps, pipeline run identifiers, and credential references — enabling full data provenance tracking from source billing export through to dashboard visualization.
Multi-Currency at the Schema Level
CloudAct.ai's FOCUS implementation extends the standard with integrated multi-currency support. The platform maintains daily exchange rates for 20 currencies (USD, EUR, GBP, INR, JPY, AUD, CAD, SGD, AED, SAR, BRL, MXN, ZAR, CHF, SEK, NOK, DKK, KRW, NZD, HKD), automatically converting all cost metrics to each organization's configured default currency. Currency conversion happens at the semantic layer via exchange rate joins, preserving the original billing currency for audit purposes while presenting localized values in dashboards and reports.
Comprehensive Provider Coverage
CloudAct.ai's FOCUS 1.3 conversion pipelines currently support 14 providers across three cost categories, making it one of the broadest implementations of the specification available:
Cloud Infrastructure (4 Providers)
- Google Cloud Platform (GCP) — Billing export from BigQuery, including committed use discounts and sustained use savings
- Amazon Web Services (AWS) — Cost and Usage Report (CUR) ingestion with Reserved Instance and Savings Plan amortization
- Microsoft Azure — Enterprise Agreement and Pay-As-You-Go billing, including Azure Hybrid Benefit tracking
- Oracle Cloud Infrastructure (OCI) — Cost report ingestion with Universal Credits normalization
GenAI Services (7 Providers)
- OpenAI — API usage including GPT-4o, GPT-4 Turbo, DALL-E, Whisper, and Embeddings
- Anthropic — Claude model family usage (Sonnet, Opus, Haiku) with input/output token breakdowns
- Google Gemini — Direct Gemini API consumption metering
- DeepSeek — API usage normalization for reasoning and chat models
- Azure OpenAI — Provisioned throughput and token-based billing from Azure-hosted models
- AWS Bedrock — Multi-model inference costs across Bedrock-supported foundation models
- GCP Vertex AI — Vertex-hosted model invocation and training costs
SaaS Subscriptions (3+ Providers)
- Canva, Slack, ChatGPT Plus, and other subscription-based services — normalized per-seat and flat-rate costs mapped to FOCUS ChargeType taxonomy
"The FOCUS specification was created to solve the exact problem that CloudAct.ai is tackling — making cost data interoperable across providers. What's noteworthy about CloudAct.ai's implementation is its breadth. They're not just covering the major cloud providers; they've extended FOCUS normalization to GenAI API costs and SaaS subscriptions, which reflects where enterprise spending is actually headed. This is the kind of practical adoption that validates the specification."

Impact on Enterprise Cost Analysis
With all cost data flowing into a single FOCUS-compliant schema, CloudAct.ai customers gain capabilities that were previously impossible without significant data engineering investment:
- Cross-provider budget tracking: Set budgets that aggregate cloud, GenAI, and SaaS costs against a single threshold, with automated alerts when spending approaches limits.
- Hierarchical cost allocation: Allocate unified costs to organizational hierarchies (departments, business units, teams) regardless of which provider generated the charge.
- AI-powered natural language queries: ELSA, CloudAct.ai's conversational assistant, queries the unified FOCUS dataset — meaning users can ask questions that span providers, like "Compare our OpenAI costs to our AWS Bedrock costs for the last quarter" and receive accurate, apples-to-apples comparisons.
- Trend analysis across providers: Identify spending patterns and anomalies using consistent metrics, without reconciling different provider schemas manually.
The FOCUS 1.3 implementation is available immediately to all CloudAct.ai customers at no additional cost. Existing customers with connected providers will see their historical data automatically re-processed into the FOCUS 1.3 schema.
